Montenegro halts Do Kwon’s extradition again ahead of appeal ruling
On October 18, Montenegro's Constitutional Court suspended the extradition of Do Kwon, the former CEO of Terraform Labs. This decision came as a surprise to the Justice Ministry, which had announced a decision would be made public on October 20. The Supreme Court had tasked the Justice Ministry with coordinating Kwon's extradition, with both the United States and South Korea requesting it. Kwon’s appeal has led to delays, with the ministry expressing frustration over the lack of timely communication from the Constitutional Court. Kwon and Han Chang-joon, the former chief financial officer of Terraform Labs, were arrested in March 2023 for using false passports. Kwon faces additional legal troubles in South Korea stemming from allegations of defrauding investors, while also being implicated in a civil case by the US SEC.
