US needs 'Manhattan Project-like' AI plan to vie with China, says gov commission
A bipartisan United States Congressional commission has called for an initiative similar to the Manhattan Project to enhance artificial intelligence (AI) development in response to China's growing technological competition. In its November report, the US-China Economic and Security Review Commission (USCC) recommended that Congress establish and fund a dedicated program aimed at advancing artificial general intelligence (AGI), which represents systems exceeding or matching human capabilities. The report emphasized the significance of public-private partnerships to expedite progress in AI and related technologies. It suggested that the US Secretary of Defense prioritize key AI projects, expand contracting authority for the executive branch, and secure funding for leading tech firms to foster development aligned with US objectives. Highlighting China's recent advancements in AI, biotechnology, and energy storage, the commission cautioned that if China overcomes technological challenges, it could threaten US economic and military stability and shift global power dynamics. The USCC also recommended revisiting trade exemptions that currently benefit certain Chinese goods.
